Packers clinch NFC North with 21-13 win over Bears

CHICAGO (AP) ? The Green Bay Packers had the best comeback for all that trash-talk from the Chicago Bears.

Another NFC North title.

The Packers clinched their second straight division crown with a 21-13 victory over their archrivals Sunday ? at Soldier Field, no less.

Aaron Rodgers connected with James Jones on all three touchdowns, Clay Matthews hounded Jay Cutler with two sacks and the Packers limited the Bears to just 190 yards, their third-lowest total of the season. Rodgers finished 23 of 36 for 291 yards as Green Bay won its sixth straight against Chicago.

Brandon Marshall had a 15-yard TD catch for the Bears. But Cutler had another dismal day against the Packers, throwing an interception that led to Green Bay's second touchdown, and Alshon Jeffery was whistled for three offensive pass interference calls late in the second half.

Chicago has lost five of six and is in danger of missing the playoffs after beginning the season 7-1. Boos rained down on the Bears in the fourth quarter, and again as they walked off the field.

Packers vs. Bears is the NFL's oldest ? and fiercest ? rivalry, and it got a little more heated earlier in the week when Marshall and Lance Briggs ripped on their neighbors to the north.

Marshall was particularly vehement, saying he'd never disliked a team as much as he did the Packers.

Green Bay had held him to 24 yards on two catches in their first meeting back in September, and the NFL's receptions leader called the rematch "personal," adding, "But the talk, you have to back it up. We'll go out there and we'll do everything we need to do to get a win."

Marshall did his part, sidestepping one tackle and stiff-arming Casey Hayward on his way to the end zone for a touchdown that gave Chicago a 7-0 lead in the second quarter. He screamed and tossed the ball into the stands while the Chicago sideline erupted in high fives and hand slaps.

But the Packers silenced the Bears ? and their fans ? with a touchdown, interception and another touchdown, all in a three-minute span.

Having already been sacked twice, Rodgers was on the run again on third-and-6 when he spotted Randall Cobb down the right sideline. He threw a dart to Cobb, who hauled it in for a 31-yard gain that put the Packers at the Chicago 35. Three plays later, Rodgers connected with Jones for a 29-yard score that tied the game at 7.

After exchanging punts, Cutler was looking for Devin Hester but found Hayward, instead. It was the sixth pick of the season for the rookie, who grabbed the ball at midfield and returned it 24 yards. Five plays later, Rodgers hooked up with Jones again, this time for an 8-yard catch that made it 14-7 at halftime.

The Packers made it 21 unanswered points on the first drive of the second half. In another third-and-long situation, Rodgers threw incomplete to Jermichael Finley.

But the Packers got a second chance when Chris Conte was called for pass interference. After a delay of game penalty on Green Bay, Rodgers found Jones for a 6-yard score.

It was Jones' first three-touchdown game and the fourth multiple-TD game of his career.

The Bears had a chance to get back in the game when Charles Tillman forced a fumble by Ryan Grant and Nick Roach recovered it. Chicago got another break when Green Bay safety Morgan Burnett hauled Jeffery down right in front of the end zone ? and right in front of an official. The pass interference penalty gave Chicago the ball at the Green Bay 1.

But the Bears could only get a 34-yard field goal by Olindo Mare out of it after Jeffery was called for pass interference, his first of three.

The seven Big East schools that don't play FBS football are leaving behind the conference many of them founded to build a league focused on basketball.

The presidents of the seven schools made the announcement Saturday.

"Earlier today we voted unanimously to pursue an orderly evolution to a foundation of basketball schools that honors the history and tradition on which the Big East was established," the statement said. "Under the context of conference realignment, we believe pursuing a new basketball framework that builds on this tradition of excellence and competition is the best way forward."

The seven basketball schools leaving are: Georgetown, St. John's, Villanova, DePaul, Marquette, Seton Hall and Providence. Georgetown, St. John's, Seton Hall and Providence helped form the Big East, which started playing basketball in 1979. Villanova joined in 1980. The Big East didn't begin playing football until 1991.

The statement from the seven Catholic schools gave no details about their plans, such as when they want to depart and whether they will attempt to keep the name Big East.

Big East bylaws require departing members give the conference 27 months' notice, but league has negotiated early departures with several schools over the past year. Big East rules do allow schools to leave as a group without being obligated to pay exit fees.

There are also millions of dollars in NCAA basketball tournament money and exit fees collected from recently departed members that will need to be divvied up.

"The basketball institutions have notified us that they plan to withdraw from the Big East," Commissioner Mike Aresco said in a statement. "The membership recognizes their contributions over the long distinguished history of the Big East. The 13 members of the conference are confident and united regarding our collective future."

The latest hit to the Big East leaves Connecticut, also a founding member of the league, Cincinnati, Temple and South Florida ? the four current members with FBS football programs ? as the only schools currently in the Big East that are scheduled to be there beyond next season.

The Big East is still lined up to have a 12-team football conference next season with six new members joining, including Boise State and San Diego State for football only. Rutgers and Louisville, which both announced intentions to leave the Big East, are still expected to compete in the conference next year.

Notre Dame, which is moving to the Atlantic Coast Conference, is also expected to continue competing in the Big East next season in all sports but football and hockey.

Joining the Big East next season are Memphis, Central Florida, Houston and SMU for all sports and Boise State and San Diego State for football only.

Museums are, in most cases, publicly-owned holders of vast amounts of information that are, by definition, open to everyone. Location restrictions, however, usually limit public access. The Internet could change this: once museums digitise their collections and upload them onto their Internet sites, online access would be possible for anyone, anywhere. The difficulty in this case would be that there are practically thousands of museums around the globe, ideally each maintaining its own Internet site. Users therefore face substantial difficulties when conducting research online. From this point of view it is probably a self-evident development to aggregate online museum content in a single website, in order to facilitate user access. This explains the initiatives, for instance, of Europeana from the public sector and the Google Art Project from the private sector ? each one in terms of content volume and user exposure holds a pre-eminent position among its (Internet) peers. These initiatives, however, are disruptive, both as regards business methods and legal systems, challenging traditional notions and treading at the borders of well-established legal principles and long-serving rules and regulations. This article discusses the legal issues raised by the contemporary aggregation initiatives of museum content over the Internet, by reference to the above two initiatives. Questions relating to copyright, the sui generis database right, as well as, the issues of systems? interoperability, public sector information and restitution will be addressed in the analysis that follows.

The Internet transforms crime and crime-fighting, which has fundamental implications for the law and legal research. Since online and offline activities are seamlessly integrated, cybercrime is no longer a specialist field but affects the core of 21st-century criminal law. The transformation of crime exposes gaps in substantive and procedural criminal law, creating three types of challenges. First, regulatory challenges, e.g., how to deal with sovereignty and jurisdiction conflicts in borderless cyberspace. Second, normative challenges, such as value conflicts related to Internet content. Third, technological challenges, related to secure computing and value-sensitive design. The interplay of these challenges should lie at the heart of criminal-law research in the cyberspace age.
Classic legal research often addresses problems in a one-dimensional manner: the law is taken as a given and then applied to a societal issue, or a social development is used to argue why and how the law should change. However valuable such research can be, legal research needs to factor in the role that technology increasingly plays in law and society, as well as the process of the mutual shaping of regulation, technology, and society. This calls for multidisciplinary research aiming for prudent solutions to regulatory problems. If criminal law is to stay abreast of the 21^st century challenges of crime permeated by cyberspace, dogmatic understanding of the criminal law system itself no longer suffices. Rather, researchers need to be well-versed in regulation theory, adopting concepts like the regulatory tool-box and multi-level governance, to meet the challenges of globally, digitally networked crime.

NASA moon-mapping mission to come to a crashing end

CAPE CANAVERAL, Florida (Reuters) - NASA plans to crash a pair of small robotic science probes into the moon next week after a successful year-long mission to learn what lies beneath the lunar surface, officials said on Thursday.

The twin Gravity Recovery and Interior Laboratory, or GRAIL, spacecraft will make suicidal plunges on Monday into a mountain near the moon's north pole, a site selected to avoid the chance of hitting any of the Apollo or other lunar relics.

The impacts, which are not expected to be visible from Earth, will take place about 20 seconds apart at 5:28 p.m. EST (2228 GMT) on Monday.

"They're going to be completely blown apart," GRAIL project manager David Lehman, with NASA's Jet Propulsion Laboratory in Pasadena, California, told reporters on a conference call.

Almost out of fuel and currently flying just 7 miles above the lunar surface, the probes will make a final steering maneuver on Friday and shut down their science instruments in preparation for Monday's crash.

The two spacecraft, each about the size of a small washing machine, have been flying in close formation around the moon for nearly a year to map the lunar gravity.

Scientists precisely measure the distance between the two, a figure that slightly changes as they fly over denser regions of the moon. The gravitational pull of the additional mass causes first the leading probe and then the following one to speed up, altering the gap between them.

Gravity maps from the first part of the mission, collected between March and May 2012 when the spacecraft were about 34 miles above the lunar surface, revealed the moon has a shallower and much more fractured crust than expected - the result of asteroid and comet impacts billions of years ago.

"We know that the moon had been bombarded by impacts but what we found is just how broken up and fractured the crust of the moon is," said lead scientist Maria Zuber, with the Massachusetts Institute of Technology.

Similar bombardments happened on all the solid bodies of the inner solar system though the evidence on Earth has been erased by erosion, plate tectonics and other phenomena.

"With Mars, there's a questions about where did the water that we think was on the surface go," Zuber said. "These fractures provide a pathway deep inside the planet and it's very easy to envision now how a possible ocean on the surface could have found its way deep into the crust."

Scientists also discovered lava-filled subterranean cracks inside the moon, evidence that the body expanded early in its history.

In addition to planetary science, the gravity maps, along with detailed images of the lunar surface, should help engineers pick landing sites for future robotic and human expeditions to the moon, Zuber said.

"In my wildest dreams, I could not have imagined that this mission would have gone any better than it has," she said, adding that NASA will be getting $8 million or $9 million back from the mission's $471 million budget.

The spacecraft will hit the surface at about 3,760 miles per hour. No pictures are expected because the region will be dark at the time of impact, but a sister spacecraft circling the moon, NASA's Lunar Reconnaissance Orbiter, will attempt to survey the crash site.

"These are two small spacecraft with empty fuel tanks, so we're not expecting a flash that is visible from Earth," Zuber said.
