(AP) ? Russian police on Wednesday identified the female suicide bomber who killed an influential Muslim leader in the volatile province of Dagestan in a terrorist attack that could worsen a longstanding confrontation between radical Islamists and moderate Muslims in the Caucasus region.

Said Afandi, 75, was the powerful leader of a Sufi Muslim brotherhood in Dagestan whose tens of thousands of followers include influential officials, clerics and businessmen. Afandi was killed Tuesday along with six other people, including an 11-year-old boy and a woman, in the central village of Chirkei after the bomber disguised as a pilgrim approached him in his house.

Police in Dagestan said Wednesday that the bomber was Aminat Kurbanova, a 30-year-old resident of Dagestan's capital, Makhachkala. The Interfax news agency claimed she was an ethnic Russian woman who had converted to Islam after marrying an Islamist militant.

Afandi's killing follows a string of attacks on moderate Muslim leaders in the Caucasus who have publicly denounced the spread of radical Islamic groups known as Salafis whose followers advocate an independent state, or emirate, that would include Caucasus and parts of southern Russia that contain a significant Muslim population.

Afandi had recently initiated peace talks between Sufis and Salafis.

Dagestan, a multiethnic and predominantly Muslim province of nearly 3 million people on the oil-rich Caspian Sea, is a focal point of the Islamic insurgency in the Caucasus, and shootings, bombings and police operations against rebels occur there almost daily. Human rights groups accuse security forces and police of fueling the insurgency through extrajudicial killings, abductions and other abuses.

The mystical Muslim orders of Sufis have for centuries been popular in Dagestan and neighboring provinces of Russia's Caucasus region, and their leaders and adherents survived decades of Communist persecution. The Sufi brotherhoods are fiercely opposed to radical and militant Salafis that have mushroomed across the region. The Sufis often pray over the tombs of revered saints, and Salafi puritans condemn worshipping over graves as idolatry.

Tens of thousands of people attended Afandi's funeral Tuesday, and thousands more flocked to his grave Wednesday to pray as Dagestan's secular authorities declared a day of mourning.

The killing of the white-bearded cleric, who appeared in public wearing a traditional hat made of astrakhan lamb fur, could lead to more violence in Dagestan and the Caucasus, experts say.

"These are attempts to abort peacekeeping efforts in the region and to escalate the situation in southern Russia," Ruslan Gereyev of the Center of Islamic Studies in Dagestan's provincial capital, Makhachkala, told the Kavkazsky Uzel online publication.

If the killing goes unpunished, the authority of Afandi's influential followers will be questioned, said Alexei Malashenko of the Carnegie Moscow center. "If the main figure is killed and his followers are silent, this will lead to a major reappraisal of values" in Dagestan, he told The Associated Press.

Female suicide bombers are often called "black widows" in Russia because many of them are the wives, or other relatives, of militants who have been killed by security forces. Some women are driven more by personal revenge for slain relatives than by promises of martyrdom and reward in the afterlife, while others are sent on such attacks against their will, experts say.

In April 2010, two women from Dagestan blew themselves up on Moscow's subway system, killing 40 people and wounding 121 during a morning rush hour.

Iran leader rules out nuclear bomb, will pursue energy

DUBAI (Reuters) - Iran has no interest in nuclear weapons but will keep pursuing peaceful nuclear energy, Supreme Leader Ayatollah Ali Khamenei told heads of state from developing countries in Tehran.

Iran, hosting a summit of the 120-nation Non-Aligned Movement (NAM), is hoping the high-profile event will prove that Western efforts to isolate it and punish it economically for its disputed nuclear programme have failed.

"Our motto is nuclear energy for all and nuclear weapons for none," Khamenei told the assembled heads of state.

But discord over Syria swiftly marred the summit when Egyptian President Mohamed Mursi urged member states to support Syrians striving to overthrow President Bashar al-Assad, whose staunchest regional ally is Iran.

"Our solidarity with the struggle of the Syrian people against an oppressive regime that has lost its legitimacy is an ethical duty as it is a political and strategic necessity," Mursi said, prompting a walkout by the Syrian delegation, according to the pan-Arab satellite channel Al Jazeera.

It was not immediately clear if the Syrians had returned to the meeting after Mursi's speech.

Mursi's visit to Tehran was the first by an Egyptian leader since Iran's Islamic Revolution in 1979, but his uncompromising speech suggested there would be no swift reconciliation between the two countries after three decades of animosity.

Diplomatic relations between Cairo and Tehran broke down immediately after Iran's revolution over Egypt's support for the overthrown Shah and over its peace agreement with Israel.

The NAM summit's final declaration is set to express deep concern about the violence in Syria and support for efforts by U.N.-Arab League envoy Lakhdar Brahimi to broker a resolution to the conflict, a delegate at the meeting told Reuters.

United Nations Secretary General Ban Ki-moon, attending the Tehran summit, urged Khamenei late on Wednesday to take concrete steps to prove Iran's nuclear work is peaceful.

The West suspects Iran is seeking a nuclear weapons capability, an accusation Tehran denies.

In his speech, Khamenei criticized the U.N. Security Council as an illogical, unjust and defunct relic of the past used by the United States "to impose its bullying manner on the world".

"They (Americans) talk of human rights when what they mean is Western interests. They talk of democracy when what they have is military intervention in other countries," he added.

3 Tips for After the Interview - Chapman Services Group

The resume did the job and grabbed the attention of a hiring manager, and you were called for an interview. Congratulations! You did your homework, researching the company, products and people. You have sent a thank you note and now you are waiting to hear back on the next steps.

Take a few moments right after your job interview to write down your thoughts. Research shows that we forget almost half of what we?ve heard after just four hours, so the sooner you can complete the post-interview worksheet, the better. In fact, I recommend reading through this post-interview information BEFORE the interview so that you will have an idea of what kind of information you want to remember.

1. FOLLOW UP INTERVIEW INFORMATION

  • Company name
  • Job title you interviewed for
  • Date/time of the interview
  • Most Important Questions You Were Asked: (list 3-5)
  • Connections ? What did interviewer like most/best about your skills/education/experience?
  • Disconnection ? Did the interviewer raise any concerns about your skills, education, and/or experience?
  • Does the company offer continuing education/training? (describe)
  • Opportunities to advance (describe)
  • Pay/Benefit Information (Do not ask about pay/benefits unless the interviewer brings it up.)

2.? REFERENCES

Best practice is to contact your references before an interview to let them know you are going through the job search process and how you will be using them as a reference. At that time, be clear about what type of reference information you are looking for ? what the person will say about you, i.e., were you co-workers and will they be talking about your cohesive working relationship? Was it a boss/employee relationship where the person will be attesting to your leadership skills? Your reference list should have people that cover a variety of working relationships. After the interview, contact your references and let them know how the interview went and any specific issues (good/bad) they should be aware of, if contacted by the interviewer.

You should ask what the next steps in the hiring process are before you leave the interview. This helps you to gauge timing just in case another offer comes in, or you are juggling other interviews and current workload.

In case you have not already done it - send a thank you note to the interviewer. (Handwritten or via email, within 48 hours of interview.) Do not overlook this vital part of the post interview process! An important note: whether you think you aced the interview or really bombed, it is essential to keep track of the results of each interview. You never know if you will get a call back by the interviewer, or another job opportunity comes up within the same company. There are so many situations that can come up in the future that it is helpful to write down key points to refer to should it be needed.

Book Club Conversation: Babyproofing Your Marriage | Maternity ...

My hubby and I celebrated our four-year wedding anniversary earlier this year. When we met, we had witnessed the positive and negative in others? partnerships, and we came together with strong senses of what we did and did not want to echo in our own life. Thus, I really appreciated Babyproofing Your Marriage by Stacie Cockrell, Cathy O?Neill and Julia Stone. The subtitle of this relationship guidebook is, ?How to Laugh More, Argue Less and Communicate Better as Your Family Grows.? Like a lot of couples, the hubby and I will always be a work in progress, and insights from books such as this one help us keep laughter, love and heart-to-hearts at the forefront of our journey.

Lost at sea. Our life got flipped, turned upside down ? thank you, Fresh Prince! :) ? once Little G became a regular houseguest in our former love nest. I?m the oldest of four children, and the hubby is the youngest of four. So we knew, from our childhoods, the colossal amount of work that goes into raising children. And for a while, we let that work overtake our relationship. We were still pleasant enough to each other, but we were more like shipwrecked sailors, trying to grasp this new island of parenthood, rather than life partners.

Your take? Did anyone else get a chance to read or skim Babyproofing Your Marriage? Please tell me and the Maternity Ward community here what you thought, and what insights hit home with you. Below, I have shared some of mine.

Tone and topics. First, I?ll share a few notes about the technical aspects of this book. I found the authors? tone to be conversational, empathetic and objective, three qualities that I strive for in my own writing. One weakness, I felt, was that the tone may be more relatable to women than men, but probably more women than men read this book. The authors certainly slam-dunked their selection of topics, though. Chapters covered division of labor (similar to what I wrote about last week), in-laws and family priorities, plus other themes that are extremely relevant to newbie mamas and papas.

Some Insights That Hit Home With Me

My better half: ?Our happiness hinges on each other?s.? (p. 9)

New-parent puzzle pieces: ?As we emerge from the foglike existence of the first three months, we feel another sort of Mommy Shock. We constantly ask ourselves the big questions: Who am I now? What should I do? Should I go back to work? Should I stay home? What makes sense for me? What makes sense for my family? How do the pieces of the puzzle fit back together?? (p. 27)

Micromanaging mama alert: ?The overwhelming majority of men want to be active, hands-on fathers, but it?s hard for a man (as it would be for anyone) to enjoy being a parent when his wife micromanages that relationship.? (p. 88)

Don?t lose that lovin? feeling: ?Based on our extensive conversations on the subject, we?ve concluded that sex about once a week is required for basic marriage maintenance. Experience has taught us that anything less than that leads to maintenance problems. Things are going to break down.? (p. 141)

The family tree: ?In fact, the main issue is not that you might have arguments with your parents or in-laws; it is that your extended families might cause arguments between the two of you.? (p. 160)

Family of creation versus family of origin: ?In many ways, prioritizing our new family over our original one is the final step into adulthood.? (p. 161)

Three?s company: ?With one child ? most couples are able to maintain some semblance of their former lives.? (p. 195)

Poignant, regarding change: ?Change, no matter how wonderful and wanted, also means loss.? (p. 231)

Research on wood formation sheds light on plant biology

ScienceDaily (Aug. 23, 2012) ? Scientists at North Carolina State University have discovered a phenomenon never seen before in plants while studying molecular changes inside tree cells as wood is formed.

In research published online in Proceedings of the National Academy of Sciences the week of Aug. 20, the team found that one member of a family of proteins called transcription factors took control of a cascade of genes involved in forming wood, which includes a substance called lignin that binds fibers together and gives wood its strength.

The controller protein regulated gene expression on multiple levels, preventing abnormal or stunted plant growth. And it did so in a novel way.

The controller, a spliced variant of the SND1 family, was found in the cytoplasm outside the cell nucleus. This is abnormal, because transcription factor proteins are always in the nucleus. But when one of the four other proteins in its family group was present, the spliced variant was carried into the nucleus, where it bound to the family member, creating a new type of molecule that suppressed the expression of a cascade of genes.

?This is nothing that?s been observed before in plants,? says Dr. Vincent Chiang, co-director of NC State?s Forest Biotechnology Group with Dr. Ron Sederoff. Chiang?s research team was the first to produce a transgenic tree with reduced lignin. High lignin levels are desirable for lumber, but lignin is removed during the process of making paper or manufacturing biofuels.

Chiang, a professor in the College of Natural Resources, described the team?s finding as the long-sought path to understanding the hierarchy of gene regulation for wood formation.

Lead authors are Dr. Quanzi Li, senior research associate, who discovered the controller protein, and doctoral student Ying-Chung Lin, who carried out extensive experimental work, demonstrating with Li that the controller protein was carried into the nucleus.

The research was funded with a grant from the U.S. Department of Energy?s Office of Biological and Environmental Research.

In a healthy gut, a thin layer of mucus-lined intestinal wall separates billions of beneficial bacteria from the immune system. But in the throes of an intestinal infection, the walls are breached and both infectious and beneficial microbes penetrate the intestinal wall.

Immunologist Timothy Hand of the National Institute of Allergy and Infectious Diseases in Bethesda, Md., and his colleagues show online August 23 in Science that in mice these breaches cause immune cells to lose their tolerance for the beneficial bacteria. Worse yet, the T cells form long-lasting memory cells that harbor the ability to bring the beneficial bacteria under friendly fire in subsequent encounters.

The new findings suggest a role for misdirected T cells in inflammatory bowel ailments such as Crohn?s disease, in which there is evidence of barrier breaching and T cell dysfunction. In this way, gut infections might prime T cells for a subsequent destructive role and, Hand suggests, predispose some people to the disease.

Doing consulting work is interesting, boy have things changed since I was in business. Still, I got a blast from the past the other day as an entrepreneurial client asked me to help him interview a few potential key members for his executive team. We'd already been to their LinkedIn pages, and knew all about them, nevertheless, one of them handed me a resume on some rather expensive water marked paper. I didn't care much about the resume, as I wanted to talk with the gentleman to see if he knew his stuff. He looked at me funny when I glanced at his resume, shoved it under my leather yellow note pad folder and asked; "should we begin?"

CHICAGO (AP) ? Chris Sale's pitches were giving the New York Yankees fits from the outset. Even his catcher was surprised by the way the ball was moving.

"I'll call one and he'll throw it 85 (mph) and then next one will be 94. One cuts, one sinks, one goes straight. It's just kind of a guessing game for me out there also," catcher A.J. Pierzynski said after Sale struck out 13 in 7 2-3 innings Wednesday night, pitching the Chicago White Sox to a 2-1 victory and a three-game sweep.

Sale allowed three hits, one a homer by Derek Jeter, in 7 2-3 innings to get his 15th victory. He left to a rousing ovation after 109 pitches.

"I felt great. Obviously I wanted to stay in there but late in game like that and when (the) pitch count gets up, adrenaline will get you through it. You want to finish the job you started," he said.

The 23-year-old Sale, who was sent to the bullpen for one game this season before returning to the rotation, agreed that his performance was perhaps the best of his young career.

"If it's not, it's up there for sure," said Sale, a first-round draft pick in 2010. "That's one to build on. Just try to use it for my next outing."

Sale (15-4) outpitched New York's Phil Hughes, who went seven innings and gave up Alex Rios' go-ahead homer in the sixth. Addison Reed worked the ninth for his 23rd save in 26 chances.

"He's funky. He's got a funky motion. He's especially tough on lefties. He throws hard," Jeter said of Sale. "His fastball moves, a lot of off-speed pitches, which is surprising considering how hard he throws. He can overpower you when he needs to, but we didn't get much going off of him at all."

New York's loss and Tampa Bay's victory over Kansas City reduced the Yankees' lead in the AL East to three games, their smallest since before play on June 26.

"That's what you go through. The season isn't over after 120 (games), it's not over after 140, you have to play 162," Yankees manager Joe Girardi said.

The win gave the White Sox their first three-game sweep of the Yankees at home since 1991, the year U.S. Cellular Field (then known as new Comiskey Park) opened.

"They just beat us. Flat out. Today, Chris Sale was pretty incredible," New York first baseman Mark Teixeira said.

Jeter hit his 13th homer to tie the game 1-1 in the top of the sixth. But Rios responded in the bottom half with his 20th homer to put Chicago ahead.

Hughes (12-11) allowed five hits and two runs with two walks and five strikeouts.

Chicago scored first for the first time in the series when Gordon Beckham doubled, Dewayne Wise reached on a bunt single and Kevin Youkilis hit a sacrifice fly in the third.

Drink made from berry wine may provide tasty drug for diabetes

ScienceDaily (Aug. 20, 2012) ? In evaluating the bioactive compounds of Illinois blueberry and blackberry wines, University of Illinois scientists have found compounds that inhibit enzymes responsible for carbohydrate absorption and assimilation. And that could mean a tasty way to help people with diabetes decrease their blood sugar.

"We're thinking about a dealcoholized fermented fruit beverage that would optimize the inhibition of the alpha-amylase and alpha-glucosidase enzymes and also make use of the wines' other healthful bioactive components," said Elvira de Mejia, a U of I professor of food chemistry and food toxicology.

Graduate student Michelle Johnson evaluated the nutritional value of 19 Illinois wines, deciding on a blueberry-blackberry blend for maximum effectiveness.

In the in vitro study, the scientists compared the anti-carb effects of the alpha-amylase and alpha-glucosidase enzymes with acarbose, an anti-diabetes drug. The carb-degrading enzymes were inhibited in a range of 91.8 percent for alpha-amylase compared to acarbose and 103.2 percent for alpha-glucosidase compared to acarbose, de Mejia said.

The study is the first to assess the effect of berry fermentation at different temperatures on these carb-inhibiting enzymes. At both room and cold (4?C) temperatures, berry wine retained the ability to degrade the enzymes, she said.

In a second study, Johnson quantified the antioxidant, polyphenol, and anthocyanin content of blueberry and blackberry wines. Her proposed blend contains an abundance of these bioactive compounds, which add to its healthful properties.

The researchers are particularly interested in the ability of anthocyanins to reduce inflammation, which contributes to the development of many chronic illnesses, including cancer, metabolic disease, and cardiovascular disease. To that end, they are experimenting with the berries' effects on inflammatory cells, and they have found that anthocyanins reduce markers associated with the inflammatory response.

"Preliminary studies have indicated that anthocyanins may have a positive effect on cognition and overall brain health while protecting against some of the effects of aging, such as Alzheimer's disease and memory loss. These berries have some very intriguing components," de Mejia said.

A food chemist, de Mejia would like to remove the alcohol from the wines, leaving the carb-degrading enzyme compounds, the inflammation-fighting anthocyanins, and other beneficial bioactive components in a functional and flavorful drink for diabetics and others.

The bioactive ingredients could also be added to any prepared beverage to give it color, flavor, and nutritional punch, making them useful to the food industry, she said.

Studies detailing this research were published in a recent issue of the Journal of Food Science, with Michelle H. Johnson of the U of I's Division of Nutritional Sciences as co-author, and in the Journal of Agricultural and Food Chemistry with the U of I's Michelle H. Johnson, Anita Lucius, and Tessa Mayer as co-authors.

Rosie O'Donnell suffers heart attack, gets stent

NEW YORK (AP) ? Rosie O'Donnell says she suffered a heart attack last week and is "lucky to be here."

The 50-year-old comedian detailed the experience on her blog Monday, saying sudden nausea, aches and other symptoms pushed her to do an online search for "women's heart attack symptoms." She took a few aspirin and went to a cardiologist the next day.

She says her coronary artery was 99 percent blocked. A stent was inserted.

O'Donnell writes in a kind of verse on her blog. She says: "Know the symptoms ladies/ listen to the voice inside/ the one we all so easily ignore."

The comedian recently hosted "The Rosie Show" on the Opera Winfrey Network. It was canceled in March.

11-mile stretch of Mississippi River closed

(AP) ? The U.S. Coast Guard says 97 boats and barges are waiting for passage along an 11-mile stretch of the Mississippi River that has been closed because of low water levels.

Coast Guard spokesman Ryan Tippets told The Associated Press on Monday that the stretch of river near Greenville, Miss., has been closed intermittently since Aug. 11, when a vessel ran aground.

Tippets says that the area is currently being surveyed for dredging and that a Coast Guard boat is currently replacing eight navigation markers. He says 40 northbound vessels and 57 southbound vessels are currently stranded and waiting for passage.

Tippets says it is not immediately clear when the river will reopen. He says the stretch of river that has been closed was a possible site for more groundings.

App takes aim at iOS' built-in Siri

Google has announced that within the next few days, the official Google Search app for iOS will be upgraded with natural-language voice requests. Users should, for instance, be able to ask about the weather in a complete sentence and see a forecast, or have the app find the answer to a math question. Some other possibilities include asking for information like sports scores or movie showtimes.

While the feature is similar to Siri, the voice command system built into the iPhone 4S, it doesn't bring up dedicated applets for different request types. Instead it presents results in a way little different any other search in the app, except that it provides a vocal response, and opens any links a person taps inside a Chrome-style tab. There are some exceptions however; asking the app to play a video, for instance, will open a tab that jumps straight to a video at the YouTube website. The app is also notably aware of a user's identity; asking "When is my flight?" can call up results, so long as the right info is tied to a person's Google account.

Google comments that it submitted the update about a week ago, and is "working with Apple" to get it into the App Store. The two companies may be sorting out technical issues, although Apple has rejected some Siri-like apps in the past.

Israel Kicks Out Migrants ? By Changing Their Nationality and Sending Them to Another Country

Sudanese asylum seekers in Israel are being issued with documents changing their nationality, allowing them to be removed from the country or imprisoned.

(Credit: RonG LevyZ) The Bureau has identified migrants who have recently been issued with documents labelling them as South Sudanese ? despite holding passports showing they were born?in areas that remain in Sudan.

Four migrants from the Republic of Sudan?have already been flown from Israel to South Sudan, an entirely different country that was formed last year. The South Sudanese authorities refused to accept them at the border and they were sent back to Tel Aviv.

NGOs estimate that over 100 other Sudanese asylum seekers in Israel may have been issued with the wrong nationality in the past three months, and fear there may be more attempts to remove them to South Sudan.

South Sudan only came into existence in June 2011 after a 21-year civil war. Intense hostilities remain between the newly formed country and the Republic of Sudan, with conflicts regularly breaking out on the border.

Israel is unable to deport people to Sudan as it has no repatriation agreement with Khartoum. But?a recent deportation order allows it to deport migrants to the country?s newest neighbour: South Sudan.

But now NGOs based in Israel report that people from the Nuba mountain region of Sudan are being issued with temporary visas stating they are South Sudanese by the Ministry of Interior ? which make them eligible for deportation.?South Sudanese asylum seekers have been asked to leave Israel voluntarily, but those who do not face imprisonment.

Mistaken identity
Thomas Abdallah Tutu, 32, is one such case. He is from the Nuba mountains in Sudan and arrived in Israel in 2007. He lives in Arad, in the south of Israel. Thomas recently had his documentation recalled and was issued with a temporary visa for Israel that gave his nationality as South Sudanese. Now he is worried he will lose his job as a hotel steward, and could be imprisoned and flown to South Sudan.

?I don?t know why,? said Thomas, ?I felt so bad. Many people here in Arad have families and children here. Now no one can buy a house and people are becoming homeless.?

The prospect of moving to South Sudan ? which even before secession was in conflict with Sudan ? is worrying for migrants such as Thomas.

?It is a bad situation in South Sudan?, Thomas told the Bureau. ?There is nothing there and no one has family, houses there or money. They are afraid to go, and confused,? he said.

Thomas? future is uncertain: he knows he must leave Arad but is desperate not to return to Sudan or move to South Sudan. ?If I go there I am sure something bad will happen to me.?

Yael Aberdam is project manager at the African Refugee Development Center (ARDC), an NGO based in Tel Aviv, which works with African migrants. The ARDC has seen around 70 people with passports and birth certificates suggesting they are Sudanese, who have been given South Sudanese documentation. It estimates the number of those affected may be twice that.

According to Aberdam, many migrants from the Nuba Mountain region, an area fraught with conflict, have been assigned documents stating they are from South Sudan.

?We have no idea why they would consider Nubeans as South Sudanese,? Aberdam said. ?It gets me very, very angry to have those lives ruined and not even information on why, nor even an apology,? she added.

The UNHCR (the UN refugee agency) and two other Israeli NGOs, the Hotline for Migrant Workers and Students For Refugees, also reported having witnessed Sudanese migrants being issued South Sudanese documentation and being imprisoned or coerced into leaving Israel.

Peter Deck, senior protection officer at the UNHCR in Tel Aviv said, ?There have been cases of confusion of persons from Nuba Mountains and Darfurians considered as from South Sudan who had their visas taken away.?

Paul Hirschson, spokesman for the Israeli Ministry of Foreign Affairs explained how the confusion arose: ?The vast majority of people arrived in Israel before South Sudan existed. We?ve been working very closely with South Sudan to identify who is South Sudanese,? he said, adding that it is the South Sudanese government?s responsibility to issue identity and travel documentation, not Israel?s.

?This is not an easy process,? Hirschson said, ?it is a very difficult one that Israel is trying to address with as much sensitivity as possible.?

Failing international standards
?There have been cases of confusion of persons from Nuba Mountains and Darfurians considered as from South Sudan who had their visas taken away?- UNHCRUNHCR has voiced concerns over Israel?s immigration policy. The agency stresses there have been no official deportations and removals are technically voluntary. But it also notes that many have been told to leave or they will be imprisoned.

Recent changes have improved the situation, including the recent arrival of a delegation from South Sudan to assist the process, the agency added.

Still, there are concerns about the removal of people to South Sudan. ?The return taking place from Israel to South Sudan does not meet UNHCR standards outlined in the formulated UNHCR Guidelines for voluntary return,? Deck said. Several NGOs report that children have been imprisoned in unsuitable conditions, people are given insufficient time to make preparations, and some are imprisoned despite having signed up to ?voluntary departure?.

?We?re implementing the Refugee Convention to the letter, more than almost any other country in the world,? said Hirschson.

South Sudanese in Israel
There are an estimated 1,500 South Sudanese in Israel, and around 12,000 Sudanese,?according to the Israeli government.

Asylum seekers and refugees from South Sudan had been being registered under long-term temporary visas with collective protection. Now the government has deemed South Sudan safe it can potentially send people back to the country.

This is a concern for Deck. ?There are some South Sudanese that have been in Israel over five years and their children?s only language is Hebrew ? and they are forced to depart as the parents no longer have a Convention-related protection concern in South Sudan. The long-term application of temporary protection for this group has enabled Israel avoid the recognition of individuals as refugees and provide a durable solution for them and their families.?

A familiar problem
African migrant are an issue of concern for the Israeli government. According to the Ministry of Foreign Affairs there are approximately 60,000-65,000 illegal immigrants in Israel. Of those two thirds, around 42,000-52,000, come from Eritrea, Somalia and Sudan ? countries which Israel cannot repatriate citizens to.

Israel has previously faced a similar situation with Eritreans, who enjoy collective protection status. However, Israeli media have reported that?the?government have been using a loophole to allow for some deportations. In 2003 Ethiopia passed a law granting citizenship to anyone whose mother or father was an Ethiopian citizen. This is true of many Eritreans given that the countries split in 1993. The rule change allowed the Israeli government to deport Eritreans to Ethiopia, claiming that they could obtain citizenship there.

More recently, interior minister Eli Yishai is quoted in Israeli newspaper Haaretz?responding to last month?s court order, which opened the door for the removal of South Sudanese migrants. He is quoted as saying he ?hopes this is the first step in a series of measures allowing us to deport [migrants] from Eritrea and North Sudan?.

However the Ministry of Foreign Affairs categorically rejects the notion it is using vagueness around nationalities to allow for the removal of some Sudanese and Eritreans to South Sudan and Ethiopia respectively.

The UK situation
When asked about the UK?s policy of deporting people to South Sudan a UK Border Agency spokesman said ?We are working closely with the new South Sudanese Government to enable returns to South Sudan, but decisions are always made on a case by case basis.?

In the UK, refugee status is granted for a period of five years. After this time, status is reviewed by the UK Border Agency. UNHCR in the UK is not aware of any cases of those with South Sudanese nationality whose refugee status in the UK has been revoked.

A spokesperson from UNHCR UK went on to say: ?There is quite a high number of persons originating from South Sudan who remain outside of the country and who have yet to have their nationality ascertained. If possible, they should approach the South Sudanese embassy to obtain the required documentation.?

Researchers make quantum processor capable of factoring a composite number into prime factors

ScienceDaily (Aug. 19, 2012) ? Computing prime factors may sound like an elementary math problem, but try it with a large number, say one that contains more than 600 digits, and the task becomes enormously challenging and impossibly time-consuming. Now, a group of researchers at UC Santa Barbara has designed and fabricated a quantum processor capable of factoring a composite number -- in this case the number 15 -- into its constituent prime factors, 3 and 5.

Although modest compared to a 600-digit number, the achievement represents a milestone on the road map to building a quantum computer capable of factoring much larger numbers, with significant implications for cryptography and cybersecurity. The results are published in the advance online issue of the journal Nature Physics.

"Fifteen is a small number, but what's important is we've shown that we can run a version of Peter Shor's prime factoring algorithm on a solid state quantum processor. This is really exciting and has never been done before," said Erik Lucero, the paper's lead author. Now a postdoctoral researcher in experimental quantum computing at IBM, Lucero was a doctoral student in physics at UCSB when the research was conducted and the paper was written.

"What is important is that the concepts used in factoring this small number remain the same when factoring much larger numbers," said Andrew Cleland, a professor of physics at UCSB and a collaborator on the experiment. "We just need to scale up the size of this processor to something much larger. This won't be easy, but the path forward is clear."

Practical applications motivated the research, according to Lucero, who explained that factoring very large numbers is at the heart of cybersecurity protocols, such as the most common form of encoding, known as RSA encryption. "Anytime you send a secure transmission -- like your credit card information -- you are relying on security that is based on the fact that it's really hard to find the prime factors of large numbers," he said. Using a classical computer and the best-known classical algorithm, factoring something like RSA Laboratory's largest published number -- which contains over 600 decimal digits -- would take longer than the age of the universe, he continued.

A quantum computer could reduce this wait time to a few tens of minutes. "A quantum computer can solve this problem faster than a classical computer by about 15 orders of magnitude," said Lucero. "This has widespread effect. A quantum computer will be a game changer in a lot of ways, and certainly with respect to computer security."

So, if quantum computing makes RSA encryption no longer secure, what will replace it? The answer, Lucero said, is quantum cryptography. "It's not only harder to break, but it allows you to know if someone has been eavesdropping, or listening in on your transmission. Imagine someone wiretapping your phone, but now, every time that person tries to listen in on your conversation, the audio gets jumbled. With quantum cryptography, if someone tries to extract information, it changes the system, and both the transmitter and the receiver are aware of it."

To conduct the research, Lucero and his colleagues designed and fabricated a quantum processor to map the problem of factoring the number 15 onto a purpose-built superconducting quantum circuit. "We chose the number 15 because it is the smallest composite number that satisfies the conditions appropriate to test Shor's algorithm -- it is a product of two prime numbers, and it's not even," he explained.

The quantum processor was implemented using a quantum circuit composed of four superconducting phase qubits -- the quantum equivalents of transistors -- and five microwave resonators. The complexity of operating these nine quantum elements required building a control system that allows for precise operation and a significant degree of automation -- a prototype that will facilitate scaling up to larger and more complex circuits. The research represents a significant step toward a scalable quantum architecture while meeting a benchmark for quantum computation, as well as having historical relevance for quantum information and cryptography.

"After repeating the experiment 150,000 times, we showed that our quantum processor got the right answer just under half the time" Lucero said. "The best we can expect from Shor's algorithm is to get the right answer exactly 50 percent of the time, so our results were essentially what we'd expect theoretically."

The next step, according to Lucero, is to increase the quantum coherence times and go from nine quantum elements to hundreds, then thousands, and on to millions. "Now that we know 15=3x5, we can start thinking about how to factor larger -- dare I say -- more practical numbers," he said.

Other UCSB researchers participating in the study include John Martinis, professor of physics; Rami Barends, Yu Chen, Matteo Mariantoni, and Y. Yin, postdoctoral fellows in physics; and physics graduate students Julian Kelly, Anthony Megrant, Peter O'Malley, Daniel Sank, Amit Vainsencher, Jim Wenner, and Ted White.

Following July 17, 2010 FDA recall notice, DePuy Orthopedics issued a worldwide recall of all the ASR components on August 26, 2010.

The two year anniversary date of the recall is approaching and?may serve as a bar to claimants that have statutes of limitations that expire prior to filing a civil claim with a Court of competent jurisdiction. A quick look at the statute of limitations that are at issue reveal approximately 28 States have statutes of limitation that are 2 years or less.

Many patients that have the Depuy ASR device have not been told of the significance of the statute of limitation.?
